Политзатворници от времето на комунизма и родни политици изпратиха Отворено писмо до 16-те членове на Съвета за сигурност на ООН, дипломатически представителства и световни медии. То е преведено на английски и френски език, а повод за реакцията им е скандалната кандидатура на Ирина Бокова за генерален секретар на ООН, както и изпратеното преди няколко седмици Писмо от 57 родни интелектуалци в нейна подкрепа и защита, представено като позиция на всички българи.
„Обявената подкрепа на 57 самоназначили се глашатаи на българския “народ” е оскърбителна за повечето граждани на България, които никога не са подкрепяли номинацията на Ирина Бокова.
57-те, които са подписали писмото, не представляват, никога не са представлявали и не могат да представляват мненията и позициите на мнозинството български граждани.
95 процента от подписалите писмото са били предани членове на бившата Българска комунистическа партия, които са участвали активно във всички действия на репресивния комунистически режим.
Подписалите писмото принадлежат на дълбоко вкоренени, оцеляващи структури на бившия комунистически елит. Много от тях са били членове на най-тесния кръг на бившия комунистически диктатор Тодор Живков. Смайващ брой от подписалите са бивши агенти и кадрови сътрудници на платежната ведомост на комунистическата Държавна сигурност и разузнавателните служби – репресивните органи на БКП, които бяха тясно свързани с радващия се на позорна слава съветски КГБ“, се казва в писмото на политзатворниците.
Те изтъкват още, че голяма част от тези „интелектуалци“ са били агенти на комунистическите служби, участвали в репресиите, както и апологети на Възродителния процес и репресиите срещу турците в България.
В Откритото писмо се изтъква още: „Ние не подкрепяме кандидатурата на Ирина Бокова. Тя не е човекът със силен морален авторитет, от когото Организацията на обединените нации и светът се нуждаят в този момент от нашата история.
Изпитваме гняв и срам от това, че 27 години след като гражданите на България избраха демокрацията, нашата страна все още се представлява в международните организации от вкоренения елит на престъпния тоталитарен комунистически режим“.

Ваши превъзходителства,
Пишем ви, за да изразим своето негодувание от изявленията, направени в неотдавнашното писмо до вашия уважаван Съвет относно кандидатурата на Ирина Бокова за генерален секретар на ООН. Писмото е подписано от 57 “български интелектуалци”, които подкрепят абсурдната кандидатура на Ирина Бокова от името на всички българи.
Остро и категорично възразяваме срещу тази подкрепа. Ние бяхме политически затворници при тоталитарния комунистически режим, ние сме граждани на България на различна възраст, с различни професии и лична история, и не подкрепяме Ирина Бокова за генерален секретар на ООН.
Обявената подкрепа на 57 самоназначили се глашатаи на българския “народ” е оскърбителна за повечето граждани на България, които никога не са подкрепяли номинацията на Ирина Бокова.
57-те, които са подписали писмото, не представляват, никога не са представлявали, и не могат да представляват мненията и позициите на мнозинството български граждани.
95 процента от подписалите писмото са били предани членове на бившата Българска комунистическа партия, които са участвали активно във всички действия на репресивния комунистически режим. Между 1944 г. и 1989 г. десетки хиляди българи бяха убити при репресиите на комунистическия режим, над 280 000 други преминаха през затворите и лагерите за принудителен труд, където мнозина починаха от изтезания или поради нечовешките условия.
Трябва да напомним, че през 2000 г. Народното събрание на България прие закон, който обяви бившия комунистически режим от 1944 до 1989 г. за престъпен (Закон за обявяване на комунистическия режим в България за престъпен).
Подписалите писмото принадлежат на дълбоко вкоренени оцеляващи структури на бившия комунистически елит. Много от тях са били членове на най-тесния кръг на бившия комунистически диктатор Тодор Живков. Смайващ брой от подписалите са бивши агенти и кадрови сътрудници на платежната ведомост на комунистическата Държавна сигурност и разузнавателните служби – репресивните органи на БКП, които бяха тясно свързани с радващия се на позорна слава съветски КГБ.
Шестима от първите дванайсет подписали писмото са бивши агенти на Държавна сигурност.
Девет академици от БАН са подписали писмото – петима са бивши агенти на ДС.
Осем дипломати са подписали – петима са бивши агенти на ДС, сред тях международни шпиони и вербовчици на западни граждани и политици.
Шестима журналисти са подписали – трима са бивши агенти на ДС.
Всички цитирани тук факти са взети от официалните документи на Комисията за разкриване на документите и за обявяване на принадлежност на български граждани към Държавна сигурност и разузнавателните служби на Българската народна армия (http://www.comdos.bg).
В допълнение, цитирани в писмото организации са създадени от бивши комунисти заемали високи постове и сътрудници на Държавна сигурност. Такива със сигурност са Българското дипломатическо дружество и Националната асоциация за международни отношения. Организации като тези подпомагат мимикрията на бившия комунистически елит и запазването на неговото политическо, социално и финансово влияние. Председател на Управителния съвет на Българското дипломатическо дружество е братът на Ирина Бокова, Филип Боков, дипломат и политик известен със своята свързаност с всички хамелеонски превъплъщения на БКП след 1990 г.
Сред подписалите писмото в подкрепа на Ирина Бокова са двама от главните апологети на позорния “възродителен процес” в България през 80-те години на миналия век. По време на този направляван от Москва процес на насилствена етническа асимилация на българското мюсюлманско малцинство (900 000 етнически турци, мюсюлмани от ромски произход и българи приели исляма), неговите членове бяха брутално принудени да сменят имената си от турски или арабски произход с български имена, да се откажат от езика си и да се отрекат от своята идентичност. Процесът продължи до самото падане от власт на комунистическия диктатор Тодор Живков през 1989 г. През 1989 г. насилствената асимилация доведе до принудително и трагично прогонване на 300 000 до 450 000 български мюсюлмани, които трябваше да отидат в Турция (около 5 процента от населението на България).
Сред подписалите е и лицето, което беше главен прокурор на България през 1987-89 г., най-тежките години на “възродителния процес”. Главният прокурор е отговорен за решения, които доведоха до изпращането на стотици мюсюлмани-граждани на България в затвори и лагери на тоталитарния режим. Единственото им “престъпление” беше, че отказваха да променят дадените им по рождение имена.
“Възродителният процес” и грубите му нарушения на човешките права предизвикаха международно възмущение и бяха остро осъдени от ред международни организации, включително ООН.
През целия този период Ирина Бокова и 57-те подписали писмото в нейна подкрепа са работили за или съвместно с тоталитарното комунистическо правителство, което е отговорно за тези действия. Но и до днес подкрепящите Бокова и тя самата не са изразили съжаление и не са поднесли извинение за жертвите на този процес, или за жертвите на комунистическия режим.
Ирина Бокова никога не е осъдила “възродителния процес”, винаги е пазила пълно мълчание за трагичните му събития, никога не е дала публично обяснение за мълчанието си по този въпрос.
В по-близки години, през 90-те години на миналия век, тя беше член на социалистическо правителство, което открито подкрепяше корумпирания режим на Слободан Милошевич. Тя запази мълчание за нечувани нарушения на човешките права, които прераснаха в масовото избиване на мъже и юноши мюсюлмани в Сребреница през лятото на 1995 г. Нейните 57 поддръжници също пазят мълчание по тези въпроси дори днес.
В жест на дълбоко незачитане на жертвите на комунистическия режим 57-те “интелектуалци” са подписали писмото си на 23 август – датата на Европейския ден в памет на жертвите на тоталитарните режими. Това е ярък пример за циничната арогантност и чувството за безнаказаност на нереформираната полтическа среда, на която принадлежи Ирина Бокова.
Ние не можем да бъдем представлявани от тях и никога няма да бъдем представлявани от тях.
Ние не подкрепяме кандидатурата на Ирина Бокова. Тя не е човекът със силен морален авторитет, от когото Организацията на обединените нации и светът се нуждаят в този момент от нашата история.
Изпитваме гняв и срам от това, че 27 години след като гражданите на България избраха демокрацията, нашата страна все още се представлява в международните организации от вкоренения елит на престъпния тоталитарен комунистически режим.
Ние сме убедени, че светът не желае това, и че вие няма допуснете то да се случи!
В ръцете на Съвета за сигурност е силата да избере следващия генерален секретар на ООН. С голямата сила идва и голямата отговорност.
Като граждани на този свят ние наблюдаваме с внимание процеса и се надяваме на генерален секретар на ООН, който да е истински защитник на хуманността, добронамереността, човешките права, човешкото достойнство и демокрацията - фундаменталните принципи на Организацията на обединените нации.

Open Letter to the Permanent Representatives of the UN Security Council Members
Your Excellencies,
We write to you to express our strongest objections to the claims made in a recent letter to your respected Council regarding the candidacy of Irina Bokova for UN Secretary-General. The letter in question was signed by 57 ‘Bulgarian intellectuals’ who endorsed Irina Bokova’s preposterous candidacy in the name of all Bulgarian people.
We strongly object to that endorsement. We were political prisoners under the communist regime, we are citizens of Bulgaria of all ages, occupations and backgrounds, and we do not support Irina Bokova for Secretary-General of UN.
An endorsement by 57 self-appointed mouthpieces of the ‘nation’ is offensive to the majority of Bulgarian people who never supported Irina Bokova’s country nomination.
The 57 who signed the letter do not, never have, and cannot represent the views and positions of the majority of Bulgarian citizens.
95 percent of the 57 signatories were devout members of the Bulgarian Communist Party and actively participated in all actions of the repressive Communist regime. Between 1944 and 1989, tens of thousands of Bulgarians perished in the repressions of the Bulgarian communist regime, and over 280,000 others were sent to prisons and the forced labor camps where many died of torture and the inhuman conditions.
We must remind that the Parliament of Bulgaria passed in 2000 a law declaring the former Communist regime from 1944 to 1989 criminal (Law on Declaring the Criminal Nature of the Communist Regime in Bulgaria).
The signatories of the letter belong to deeply rooted persisting structures of the former communist elite. Many of them were part of the closest circle of the former Communist dictator Todor Zhivkov. An astonishing number of the signatories have been agents and employees on the payroll of the communist State Security and intelligence services – the repressive apparatus of the Bulgarian Communist Party that was also closely associated with the infamous Soviet KGB.
Six out of the first twelve signatories were agents of the State Security agency.
Nine members of the Academy of Sciences signed the letter – five are former State Security agents.
Eight diplomats signed – five are former State Security agents, including international spies and recruiters of Western citizens and politicians.
Six journalists signed – three are former State Security agents.
All facts quoted here are taken form the official records of the ‘Committee for disclosing the documents of the former State Security of Bulgaria’ (http://www.comdos.bg).
In addition, organizations quoted in the letter are creations of former high-level communists and State Security agency members. This certainly is the case of the ‘Bulgarian Diplomatic Society’ and the ‘National Association for International Relations’. Such establishments assist the mimicry of the former communist elite and help it to perpetuate its political, social and financial influence. Chairman of the Governing Board of the ‘Bulgarian Diplomatic Society’ is Irina Bokova’s brother, Mr. Filip Bokov, a diplomat and a politician notorious for his association with all chameleonic reincarnations of the Communist Party since 1990.
Among the signatories are also two of the chief apologists of the infamous ‘Revival Process’ in Bulgaria in the 1980s. In this Moscow-governed process of forced ethnic assimilation the Bulgarian Muslim minority (consisting of 900,000 ethnic Turks, Roma Muslims and Bulgarian converts to Islam) its members were brutally made to change their Turkish or Arabic names to Bulgarian ones, to abandon their language and to renounce their identity. The process continued right until the fall of the Communist dictator Zhivkov in 1989. In 1989, the brutal assimilation led to the forced and tragic exodus of an estimated 300,000 to 450,000 (nearly 5 percent of the total population of the country) Bulgarian Muslims to Turkey.
Among the signatories is also the man who was Prosecutor General of Bulgaria in 1987-89, the worst years of the ‘Revival Process’. The Prosecutor General was responsible for decisions which resulted in hundreds of Bulgarian Muslims being sent to the prisons and prison camps of the totalitarian regime. Their only ‘crime’ was that they refused to change their birth names.
The ‘Revival Process’ and its gross violations of human rights caused international outcry and was condemned by a number of international organizations, including the United Nations.
Throughout this period Irina Bokova and the 57 signatories of the letter of support for her candidacy for UN Secretary-General worked for, or with, the Communist government responsible for all these actions. To this day Mrs. Bokova’s supporters
and she herself have not expressed any regret or made an apology for the victims of that process, or of the Communist regime.
Irina Bokova has never condemned the ‘Revival Process’, she has been completely silent on the tragic events that took place during that period, and she never offered any public explanation for her silence on the issue.
More recently, in the 1990s, she was part of a Socialist government that openly supported the corrupt regime of Slobodan Milosevic. She remained silent on egregious human rights abuses, culminating in the massacre of Muslim men and boys in Srebrenica in the summer of 1995. Her 57 supporters remain silent on these issues even today.
In a gesture of profound disregard for the victims of the Communist regime the 57 ‘intellectuals’ signed their letter on August 23 - the date of the European Day of Remembrance for Victims of Totalitarian Regimes. This is a perfect example of the cynical arrogance and sense of impunity of the unreformed political milieu to which Irina Bokova belongs.
We cannot and will never be represented by them.
We do not support Irina Bokova’s candidacy. She is not the person of strong moral authority the United Nations and the world need at this moment of our history.
In angers and shames us that, 27 years after the people of Bulgaria started their journey towards democracy, our country should be represented at the highest international level only by the clinging elite of the collapsed criminal, totalitarian Communist regime.
We believe that this is not what the world deserves, and that you will never allow this to happen!
The power to elect the next leader of the United Nations is in the hands of the Security Council. With great power comes great responsibility.
As citizens of this world we are closely watching the process and we hope for a Secretary-General of the UN who will be a genuine defender of humanity, civility, human rights, human dignity and democracy - the fundamental principles of the UN.

Excellences,
Nous vous écrivons pour vous exprimer nos objections les plus fortes quant aux demandes et arguments formulés dans une lettre récente adressée à votre Conseil en ce qui concerne la candidature absurde d'Irina Bokova pour le poste de Secrétaire général des Nations Unies. La lettre en question a été signée par 57 «intellectuels bulgares» qui ont soutenu la candidature d’Irina Bokova au nom de tous les Bulgares.
Nous nous opposons avec force à cette nomination. Nous étions prisonniers politiques sous le régime communiste, nous sommes des citoyens de la Bulgarie de tous les âges, professions et de milieux, et nous ne soutenons pas Irina Bokova dans son effort sans fondement pour devenir Secrétaire général des Nations Unies.
L'endossement par 57 intellectuels autoproclamés de la «nation» est insultant pour la majorité des Bulgares qui n'ont jamais soutenu la nomination de Irina Bokova pour ce poste.
Les 57 qui ont signé la lettre ne sont pas, ne seront jamais, et ne peuvent pas représenter les vues et les positions de la majorité des citoyens bulgares et ce pour la simple raison que 95 pour cent des 57 signataires étaient des membres dévoués du Parti communiste bulgare qui ont participé activement à toutes les actions de la répression du régime communiste. Entre 1944 et 1989, des dizaines de milliers de Bulgares ont péri dans la répression du régime communiste bulgare, et plus de 280.000 autres citoyens ont été envoyés dans des prisons et les camps de travaux forcés où beaucoup sont morts de la torture et des conditions inhumaines auxquelles ils ont été soumis.
Nous devons rappeler ici que le Parlement de la République de Bulgarie a adopté en 2000 une loi déclarant l'ancien régime communiste 1944-1989 criminel (loi sur Déclaration de la nature criminelle du régime communiste en Bulgarie).
Les signataires de la lettre appartiennent et sont enracinés profondément dans les structures persistantes de l'ancienne élite communiste. Beaucoup d'entre eux faisaient partie du cercle le plus proche de l'ancien dictateur communiste Todor Zhivkov. Un nombre significatif des signataires ont été des agents et des employés sur la masse salariale des services communistes de l’État chargés de la sécurité et du renseignement - l'appareil répressif du Parti communiste bulgare qui a également été étroitement associé au KGB soviétique infâme.
Six des douze premiers signataires étaient des agents de l'agence de sécurité d'État.
Neuf membres de l'Académie des sciences ont signé la lettre - cinq sont d'anciens agents de la Sécurité d'Etat.
Parmi les huit diplomates qui ont signé - cinq sont d'anciens agents de la Sécurité d'Etat, y compris des espions et des recruteurs de citoyens occidentaux.
Six journalistes ont signé - trois sont d'anciens agents de la Sécurité d'Etat.
Tous les faits cités ici sont basés sur les documents officiels du Comité pour la divulgation des documents de l'ancienne Sûreté de l'Etat de la Bulgarie (http://www.comdos.bg).
En outre, les organisations citées dans la lettre sont des créations d'anciens communistes de haut niveau et les membres de l'agence de sécurité d'État. Cela est certainement le cas de la Société diplomatique bulgare et de l'Association nationale pour les relations internationales. Ces établissements aident la transformation de l'ancienne élite communiste et lui servent à perpétuer son influence politique, sociale et financière. Le Conseil d'administration de la Société diplomatique bulgare est présidé par le frère d’Irina Bokova, Filip Bokov, diplomate et un politicien connu pour son association avec toutes les réincarnations caméléonesques du Parti communiste depuis 1990.
Parmi les signataires sont également deux des principaux apologistes du processus de 'Renouveau 'en Bulgarie dans les années 1980. Ce processus d'assimilation ethnique forcée de la minorité musulmane bulgare dirigé par Moscou, a résulté dans ce que 900.000 ethniques Turcs, les Roms musulmans et convertis bulgares à l'islam, ont été brutalement forcés à changer leurs noms turcs ou arabes en noms Bulgares, d'abandonner leur langue et de renoncer à leur identité . Le processus a continué jusqu'à la chute du dictateur communiste Zhivkov en 1989. En 1989, l'assimilation brutale a conduit à l'exode forcé et tragique de 300,000 à 450.000 (près de 5 pour cent de la population totale du pays) musulmans bulgares en Turquie .
Parmi les signataires est aussi l'homme qui était procureur général de Bulgarie entre 1987-1989, les pires années du «processus de renouveau». Le procureur général était responsable des décisions qui ont abouti à des centaines de musulmans bulgares envoyés dans les prisons et les camps de prisonniers du régime totalitaire. Leur seul «crime» était qu'ils refusaient de changer leurs noms de naissance.
Le «processus de renouveau» et ses violations flagrantes des droits de l'homme ont provoqué un tollé international et a été condamné par un certain nombre d'organisations internationales, y compris par l'Organisation des Nations Unies.
Tout au long de cette période, Irina Bokova, et les 57 signataires de la lettre de soutien à sa candidature pour le poste de secrétaire général de l'ONU ont travaillé pour ou avec le gouvernement communiste responsable de toutes ces actions précitées. A ce jour, les partisans de Mme Bokova et elle-même n’ont jamais exprimé un regret ou fait des excuses pour les victimes de ce processus, ou du régime communiste en général.
Irina Bokova n'a jamais condamné le «processus de renouveau», elle a été totalement silencieuse sur les événements tragiques qui ont eu lieu pendant cette période, et elle n'a jamais offert aucune explication publique de son silence sur cette question.
Plus récemment, dans les années 1990, elle faisait partie d'un gouvernement socialiste qui soutenait ouvertement le régime corrompu de Slobodan Milosevic. Elle est restée silencieuse sur des violations flagrantes des droits de l'homme, culminant dans le massacre d'hommes et de garçons musulmans à Srebrenica à l'été 1995. Ses 57 supporteurs restent silencieux sur ces questions, même aujourd'hui.
Dans un geste de profond mépris pour les victimes du régime communiste, les 57 «intellectuels» ont signé leur lettre le 23 août - la date de la Journée européenne de commémoration des victimes des régimes totalitaires. Ceci est un parfait exemple de l'arrogance cynique et du sentiment d'impunité du milieu politique qui n’a subi aucune réforme auquel Irina Bokova appartient depuis toujours.
Nous ne pouvons pas et nous ne seront jamais représentés par eux.
Nous ne soutenons pas la candidature de Mme Irina Bokova. Elle n’est pas la personne de forte autorité morale que les Nations Unies et le monde méritent à ce moment de notre histoire.
Cela nous révolte et nous fait honte que, 27 ans après que le peuple de la Bulgarie ait initié son chemin vers la démocratie, notre pays soit représenté au plus haut niveau international par un représentant notoire de l'élite du régime communiste totalitaire criminel effondré.
Nous somme convaincus que ce n'est pas ce que le monde mérite, et que vous ne permettrez pas que cela se produise!
Le pouvoir d'élire le prochain chef de l'Organisation des Nations Unies est entre les mains du Conseil de sécurité. Un grand pouvoir implique de grandes responsabilités.
